	The undersigned participants in the SE%42%1 - Hoover
Institution Conference on %2Contingency Planning for an
Energy Emergency%1 resolve as follows:

1. Present plans and projections for American energy supply for
the next twenty years expose this country to an unacceptable
danger of a supply cutoff for which we have no adequate plans
and to an unacceptable financial drain as well.

2. Our security requires a crash program in energy production
including nuclear energy, oil shale, synthetic oil and gas
from coal and enhanced oil and gas recovery.

3. Restrictive regulations must be relieved to permit market
forces to determine the relative usage of different sources
of energy.

4. We must promptly fill the Strategic Petroleum Reserve and
other energy storage facilities.  One billion barrels is too small.
